## Steps

1. Read Results and Use and Limits; review the separate Fictional Example.
2. Enter coded site records in Sites rows 7–106 and linked person-site records in People rows 7–106. Use matching site codes, dated evidence and consistent weekly periods.
3. Complete every entered row, including its identifiers. Partially entered sites count as records and keep whole-input capacity totals unavailable until corrected; do not treat an omitted code as an excluded site.
4. Review duplicate person-site records and the Total days exceed 7 warning. This checks aggregate reported days, not actual weekday or time overlap; inspect the underlying schedules separately.
5. Enter 0 only for a known zero. Review physical capacity, evidenced staffing and unresolved records separately; these figures do not estimate demand or rank locations.
6. Review unavailable or adverse results and supporting evidence; assign the missing record, reviewer, due date and next action in Review Actions.
